NHRCK requested for international cooperation to prevent abolition of human rights decree

o National Human Rights Commission of Korea sent a Chairperson’s letter to the UN Independent Expert on sexual orientation and gender identity calling for immediate country visit to Korea, recognizing the seriousness of an decision by the Council of South Chungcheong Province to repeal the Human Rights Decree of the province and request of the governor for reconsideration of the decision.

 

o Last year, some religious groups requested for abolition of human rights decree in South Chungcheong province, cities of Asan, Gongju, Gyeryong and Buyeo county of the province, and some member of the council of the province proposed a draft to repeal the Human Rights Decree in South Chungcheong Province on January 16. The council, despite NHRCK’s statement opposing the repeal of human rights decree, approved the proposal to abolish the decree on February 2. With request from the governor to reconsider the case, the Council will re-deliberate on the case.

 

o NHRCK requested for international cooperation because it considers abolition of the human rights decree of South Chungcheong Province would be the first case where a human rights protection system established to promote human rights of the entire local residents is disabled due to some religious groups who oppose prohibition of discrimination against sexual minorities and would trigger similar activities in other regions.

 

o NHRCK hopes for the Council of South Chungcheong Province makes wise decision based on human rights principle at the re-deliberation, and wishes to once again emphasize that repeal of human rights decree, a regional human rights protection system, is not desirable from the perspective of international human rights standards and universal value of human rights.
