Policy recommendation to improve the right of students with disabilities to education

The National Human Rights Commission of Korea(Chairperson Lee, Sung-ho) made the following recommendation to Minister of Education and Heads of Education Office in 17 cities and provinces to resolve discrimination that students with disabilities face and to provide customized education for them.  

 

o To Heads of Education Office in 17 cities and provinces

- Allow participation of persons with disabilities in the regional committee on school violence

- Expand number of assistants reflecting gender balance and carry out human rights education on assistants

- Expand budget for accommodation for education

- Dispatch school inspector whose major is special education at the Support Center for Special Education

- Provide training to enhance capacity of teacher to manage class with students with disabilities

- Enhance capacity of students with disabilities to safeguard their rights and strengthen education to prevent school violence

o To Minister of Education

- Strengthen activities of monitoring group to protect human rights of students with disabilities

- Establish system for dispatching manpower and providing support to Support Center for Special Education to help communication of students with disabilities

- Allow participation of disabilities experts in institutions to deal with school violence

- Carry out research on providing accommodation in education

- Establish and implement plans to secure fixed legal number of teachers for special education and establishment and expansion of special school(class)

- Provide institutional and financial support for Education Office to carry out recommendations

 

The NHRCK, based on the research to promote the right of students with disabilities to education and recommendation from the UN CRPD on the Korean government, made the above mentioned recommendations in order to address school violence and discrimination that students with disabilities who are studying in regular schools.
