Chairperson's Statement regarding the Queer Culture Festival

 

The National Human Rights Commission of Korea(Chairperson Hyun Byungchul) had a Standing Committee on 25 of June and decided not to provide emergence remedy regarding the complaint which asked for provision of emergence remedy and claimed that the decision to ban parade of the Queer Culture Festival violates freedom of expression. That is because the complaint falls under the category of subject for rejection under the National Human Rights Commission Act because the Seoul Administrative Court decided to suspend effect of the decision on ban of parade, on 16 of June.

 

However, the NHRCK is deeply worried that a demonstration that opposes the Queer Culture Festival will be held at the Seoul Square along with the Queer Culture Festival and that there is a possibility of conflict between the participants of the Festival and the demonstration.
 

The rights to assembly and expression are guaranteed under the Constitutions and should be fully respected. The NHRCK would like to ask the police to talk to the host of demonstration so as to ensure peaceful assembly without conflict or any other safety accident among demonstrators and to devise all necessary measures to secure safety of participants and to carry out the assembly without any problem.

 

The NHRCK, as a national human rights institution, will continue to make efforts to fulfill its mission of protection and promotion of human rights.
