o The NHRCK(Chairperson, Hyun Byung-chul), on 2 October, hosted a briefing on the Partial Amendment to the National Human Rights Commission Act(the "Amendment Proposal") and the Guideline regarding Principles and Procedures on Selection/Appointment of Commissioners of the National Human Rights Commission of Korea(the "Guideline") for the public including people from civil society.
o The NHRCK created the Amendment Proposal and the Guideline in order to secure diversity and transparency in the composition and operation of the Commission. The NHRCK also made its efforts in order to faithfully implement recommendations of the ICC SCA made in 2008 and 2014 by reflecting the Paris Principles and ICC General Observations.
o To this end, for the past seven months, the NHRCK has worked on drafting the Amendment Proposal through receiving opinion from inside and outside the Commission and expert advice. Given that the Amendment Proposal cannot include every detail due to different characteristics and nature of institutions in charge of selection/appointment of human rights commissioners, the Guideline was devised in order to complement the Amendment Proposal.
o The NHRCK created the Guideline which includes matters that cannot be included in the Amendment Proposal due to the nature of related legislations in order to secure diversity in the composition of the Commission as well as participation from diverse social stratums in selection/appointment process of Commissioners.
o The NHRCK hopes that the briefing served as an opportunity for explaining on various issues and concerns raised and communicating with civil society. The NHRCK will do its utmost efforts to cooperate and communicate with civil society in order to implement the ICC SCA recommendations and to promote and protect human rights of Koreans.
