NHRCK recommends immediate relief to allow assembly to be held near Seoul Airport

NHRCK (AHN, Kyong-Whan, Chairperson) made a recommendation for immdediate relief asking the Chief of Sungnamsujung Police Station to allow an assembly to be held in the Sungnam City near Seoul Airport, on the basis of a complaint filed by Mr. Park.
Petitioner Park filed a complaint to the NHRCK, asking for immediate relief.. The basis of the complaint was that the petitioner applied to the Sungnamsujung Police Station for a permit to hold a public assembly near Seoul Airport on August 5, 2008 from sunrise to sunset with 50 people attending to oppose George W. Bush’s visit to Korea. However his application that was submitted on two occasions, July 31 and August 2, was rejected both times. 
After NHRCK examined the process of denying applications and the legal basis for denial, it decided that giving the notice of denial right before the day of the scheduled assembly on August 4, 2008 at 10:30 is an act of human rights violation that restrained the right of the applicant to appeal the decision and ask for appropriate relief.
