On August 29, 2008, a petition was filed to the NHRCK which claimed that the prosecutors’ investigation of media report on US beef imports and Bovine Spongiform Encephalopathy (BSE) or commonly known as Mad-Cow Disease infringed the freedom of speech. In response to this, the Commission holds a policy consultation on October 7 to discuss the significance and constraints of freedom of speech stipulated by the Constitution and directness of the prosecutors’ investigation regarding the media reports on US beef imports over fears of BSE or mad cow disease with legal and academic professionals.
