The Second National Action Plans for the Promotion and Protection of Human Rights (NAP) Proposal Formulated

The National Human Rights Commission (NHRCK) devised <The Second National Action Plans for the Promotion and Protection of Human Rights Proposal (2012~2016)> in order to recommend the Government to establish and execute a comprehensive human rights policy accordingly.

 

The NPA is a blueprint of a national human rights policy and extensive human rights policy framework which aims to make a positive change in law, policy and practices in relation to human rights, pursuant to the Vienna Declaration and Programme of Action in 1993. It is established by an agency to agency agreement that the NHRCK make the proposal as a basis of the NAP in order to provide it for the Government.

 

The NHRCK made “The First National Action Plans for the Promotion and Protection of Human Rights Proposal” in 2006. On the basis of the Proposal, the Government, in turn, formulated and implemented “The National Action Plans for the Promotion and Protection of Human Rights in 2007 ~2011”.

 

The “Second NAP” covers the contents of the “First NAP” and an evaluation of its implementation, the current human rights situation in Korea, and top priorities which were selected based on the analysis of national human rights standards taking into account cases in other countries. Subsequently, the “Second NAP” selected the following as main initiatives: (1) giving priority to the socially-weak and minorities to protect human rights of those socially vulnerable groups, and (2) legislative reform in relation to designing an infrastructure which embraces the right to freedom and social rights.

 

The “Second NAP” proposal consists of three parts. The first part comprises a summary of the NAP, procedures and methods of the development of the NAP, and the composition of the report. The second part illustrates fifteen issues in high priority for the next five years, including people with disabilities, temporary workers, migrants, refugees, women, children/adolescents, the elderly, the sick, soldiers/combat police, conscripted policemen, people in care facilities, sexual minorities, overseas Koreans, victims of crime, and North Koreans. The third part presents areas that need policy amendment and more effort to promote human rights in the field of human rights education, and cooperation among national/international human rights organizations.

 

The NHRCK will actively monitor the implementation of the NAP by the Government after presenting this proposal.
