NHRCK had recommended the Naval Academy in November 2011 to correct application requirements which limited female students’ participation as they would constitute violation of the right to equality.

Main ideas of recommendations are that 1) the Naval Academy need to reform the application requirements in order to open the door for female students for the Naval Academy and 2) the Ministry of Land, Transport and Maritime Affairs (MLTM) should provide financial and administrative support for the Academy in order to remodel buildings for women in the Academy.

In this sense, the Naval Academy and MLTM informed NHRCK that they would accept the recommendations and make their effort to allow granting female students admission to the Academy.

The Naval Academy announced that they would promote the admission of female students by 1) setting the ratio of female students among freshmen based on the demand of female workforce in relevant institutions and 2) remodeling institution facilities for female students in 2013 and enforcing new application guidelines in 2014 to accept female applicants.

MLTM replied to NHRCK that they would provide substantial support for female students by 1) conducting a survey in 2012 to identify the exact number of needed female graduates in relevant institutions and 2) securing the budget in 2013 for accepting female students.

NHRCK welcomes that the Naval Academy and MLTM accept its recommendations and receive female students for professional training in the field of marine transportation industry which used to be a men’s job in the past. NHRCK also wishes this will be a stepping stone for the promotion of the right to freedom of choice of education and occupation.
