NHRCK hosted two weeks program for two senior officers of the National Human Rights Commission of Nepal (NHRCN) on short term staff placement program. The program is conducting as part of the APF’s initiative to provide and enhancing the capacity building support to NHRC Nepal. The British Embassy Nepal Sponsor the program.
During two weeks program delegates from NHRC Nepal rigorously involve to gain knowledge and skills on activities, working modalities, complaint handling process, counseling to victims, investigation process and procedures of NHRC Korea. A part of the program the delegates visited different Bureau and division, Library, documentation centers, participation on International Training Program on Human rights Policy organized by KOICA, Korea, visit National Assembly of Korea, Ansan Migrant Community Center and UN Global Compact Network, Korea.
By the compact course design on theoretical and practical session from the experienced International and national experts. The delegates learnt form the program as follows:
? Complaints handling and management system of HR violations cases
? Counselors of the commission refer the cases to concern authority and counseling legal services through referral mechanism makes easy to receive the complaint only human rights violations cases.
? Complaints handling and investigations and research on thematic issues only by thematic officers easy to understand, analysis and develop the cases with their specialized expertise.
? Focus on research such as Rights of disability, migrant workers, detainees, business and human rights, women rights.
? Recommendation based on research to the concern authority and government institutions with bilateral discussion and policy recommendation as per necessity.
? Individual complainants and victims have no recommendation for individual compensation. It is duty of government to provide to relief of compensation own their own decision. If NHRC have practice to recommendation to compensation the volume of cases will be increase.
? NHRCK have wide jurisdiction on Human Rights violations including military and all security forces but have practice to visit to collect evidence with prior notice or before information to the concern authority.
? More than 80 % of NHRCK recommendations are implemented by the government. It shows the accountability of government and respects the human rights in the democratic like Korea.
? No countries can claim 100% human rights situation is good but it is ongoing process for every country for establishment of the culture of human rights through promotion and protection to the people.
? Human rights education and promotion programs on specific area like business and human rights, migrant worker rights issues are slowly but surely is going and should be in collaboration with UN Global Compact and NHRCK.
? NHRCK focus on criminal justice system which is most important part in human rights but the issues on victim justices are forgotten. To promote the ever justice system we should not forget victim justice system. Existing system have no role for the protection of victim. Otherwise, Justice is “JUST ICE” for the victims.
? National Assembly in Korea is the people representatives have lots of significant role for the people rights and democracy and they are always accountable before the people.
? Practices on formulation on National Human Rights Action Plan
? Situation of Human rights on different countries from county report presentation such as Mangolia, Kenya, Burundi, Belarus, Haiti, Moldova, Nigeria, Bhutan and Nepal.
? The role of coordinators is very important and significant for the success the program so the coordinator from NHRCK and their rigorously support and friendly behavior always encourage learning more about overall situation of Korea such as culture, tradition, development, human rights etc.
