NHRCK Recommends that the Ministry of Education Make Stabilization Plans to Switch to Unlimited Contracts for English Conversation Specialists(ECS)
NHRCK(Hyun Byeong Chul, chairperson) made a decision that employment stabilization plans for ECS should be arranged, recommending to the minister of the ministry of education two things: one is that the employment stabilization plans for ECS should be arranged like a switch to unlimited contracts. The other is that the part regulating the main agent of employment of ECS as a school president of the Article 42 of the regulations for education act should be revised into a country and metropolitan councils.
The headquarter of irregular workers in school under the Minju labor union petitioned to NHRCK on May, 2013 for crisis of dismissal of 600 ECS.
If we examine the rationality of the sight that ECS is exception for a switch to irregular works which is the opinion of the Ministry of education, it doesn't seem true considering the fact that the policy of ECS is expected to last and their work goes constantly.
The main agent of employment of the ECS should be a country or metropolitan councils because a school is such an establishment that it cannot be the main agent of rights and obligation unlike the Article 42 of the regulations for education act regulating the main agent of employment of the ECS as a school president.
