In the aftermath of the fire that broke out at the Yeosu Immigration Detention Center on February 2007, the need to investigate detention centers in order to identify the status of protection of unregistered migrant workers including the undue restriction of basic human rights and the prolongation of protection periods and to seek ways to improve related policies were raised.
In reponse to this awareness, the NHRCK carried out on-site investigations into 6 Immigration Detention Centers, 2 Immigration Offices, and 2 Correctional Facilities from June 12, 2007 to November 22, 2007. The investigators who were composed of NHRCK staff as well as outisde experts employed diverse investigative methods such as survey, in-depth interviews, examination of documents, and visitations.
The summary conclusion of the investigation as well as recommendations to the Minister of Justice is attached.
