Limiting Salary Grades for Temporary Teachers to 14 Is Discriminatory

August 6 - “Limiting salary grades of temporary teachers to 14 is a discriminatory policy and is in violation of the right to equality,” said the NHRCK in its recommendation to the superintendents of Seoul Metropolitan Office of Education, Gyonggi Province Office of Education, and Gyeongsangbukdo Office of Education. The NHRCK further urged them to revise relevant regulations in order to ensure the right to equality. 

 

The three Offices of Education claim, “Without capping salaries, schools would not hire senior teachers due to budget constraints. Not limiting salary grades of temporary teachers could be also a reverse discrimination against permanent teachers in that permanent teachers are in charge of main tasks in schools.” 

 

Through its investigation, the NHRCK found that the Rules for the Public Educational Personnel and Staff Act and the Pay Regulation of Government Employees have no provision on temporary teachers other than ones who retired and are rehired as temporary teachers. The NHRCK also concluded that temporary teachers’ careers should be considered on the same basis as permanent teachers.
