Monitoring Implementation of the Second NAP

o The National Human Rights Commission of Korea (NHRCK) held the 2014 Forum on Monitoring Implementation of the Second(2012~2016) National Action Plans for the Promotion and Protection of Human Rights (NAP) on 17 June, 2014.

 

o 40 experts from each sector and NGOs participated in the Forum and analyzed the implementation of the NAP in the areas of Migrant·Refugee, Children·Youth, Army·Riot Police, Information & Human Rights, Personal Freedom/Freedom of Assembly·Association, Right to Social Welfare, Laborer's Rights, and Right to health. Also, a comprehensive evaluation was made.

 

o Participants reviewed how much public officials at the central/municipal government had deep knowledge about the second NAP and whether they were aware of the importance of mainstreaming human rights in policy-making. Furthermore, problems were pointed out and improvement measures were discussed.

 

o The NAP is a "Comprehensive Plan on Human Rights Policy" for the promotion and protection of human rights in our society. At the Vienna World Conference on Human Rights in 1993, the establishment of NAP was recommended to the Government. In addition, the Committee on Economic, Social, and Cultural Rights made a recommendation to the Government of the Republic of Korea to devise a NAP in 2001.

 

o The NHRCK recommended the Government to establish a NAP in February 2006. The Government made and carried out the first NAP (2007~2011) since May 2007. In January 2012, the NHRCK made a recommendation to the Government to implement the second NAP(2012~2016) which now is been conducted by the Government since 2012.
 

o The NHRCK will explore a desirable goal and direction of the third NAP in the future based on the outcome of the second NAP and evaluation from experts thereon.
