NHRCK conducts Ex-officio Investigation on the case involving the Bullying Video Leakage

- Overall investigation on the initial actions and protection measures taken by the relevant authorities including the police -

The National Human Rights Commission of Korea(Chairperson Doohwan Song) held a commissioner’s session on December 16, 2021 and made decision to launch an ex-officio investigation on the case of physical bullying on a schoolgirl in Yangsan, Gyeongsangnamdo Province and the leakage of the video which contains the incident. The Commission will investigate whether the initial actions and protection measures were adequately taken by the police, the school and the education office.

The NHRCK decided the commission needs to pay closer attention to the allegation raised by the news media regarding the slow progress made on the investigation and the inadequate protection measures taken for the victim, based on the Commission's review on the interview with the victim and her family, the measures taken and the investigations launched by the police, and the responses from the education office on the incident.

The National Human Rights Commission of Korea believes the best interest of children has to be protected at all times, regardless of their nationality. The Commission, therefore, will find ways to prevent the recurrence of similar cases once the ex-officio investigation proves that there were human rights violations in the process of taking initial actions and protection measures.
