The NHRC Publishes Human Rights Education Series for Law Enforcement Officials

The National Human Rights Commission (NHRC) has published texts about human rights: three series about human rights education in order to enforce the human rights education of policemen, prison officers, and prosecutors. This series consists of three books: a guide for policemen, a guide for prison officers and a guide for prosecutors. Individual books are divided into two parts - a general introduction to, and background of, national human rights organizations and fundamental understanding about human rights; the itemized discussion about specific human rights issues related to practical affairs in individual job sites.

Specific cases about human rights issues in fields are examined in the detailed parts, and operational guidelines for protecting human rights and acts and judicial precedents are suggested in the standard of international human rights.

Each of the three series deals with the different human rights issues as follows:

Human Rights and Prison Officers: enforcement by physical force, punishment, medical treatment, communication with those outside of detention facilities, remedies for protecting rights, discrimination, etc.

Human Rights and Police Officers: custody, guard and activity for getting intelligence and usage of devices for policemen during interrogation.

Human Rights and Prosecution Staff: arbitrary investigation and interrogation of a suspect, forcible disposition of property such as confiscation, and forcible disposition concerning personnel such as emergency arrest, etc.

These series will be utilized as texts in individual educational institutions, such as: the Police Investigation and Security Institute, the Korea National Police University, the Police Comprehensive Academy and the National Central Police Academy (in the case of policemen), and the Legal Research and Training Institute (in the case of prosecution staff), when any of these institutions open a course about human rights.

The NHRC will distribute guidebooks for policemen and prison officers in January, and guidebooks for the prosecution staff in February.

In addition, the NHRC designed the teaching plan, which introduces teaching methods, teaching tips, and educational resources for human rights lecturers who have as target audience legal enforcement officials. The NHRC will hold a workshop for training human rights lectures so they may educate others more effectively.
