o National Human Rights Commission of Korea, at the Standing Committee held on 25th, expressed its concern on the beating of a student with disabilities Kyonam school and other special schools, and decided to conduct ex-officio investigation into the beating of a student of Sejong Nuri School.
o When the beating of a student of Sejong Nuri School was reported through media on October 18, the NHRCK conducted a preliminary investigation on the afternoon of that day. As a result, a number of human rights violation acts were found.
o Hence, pursuant to Article 30.3 of the National Human Rights Commission Act, the NHRCK decided to conduct ex-officio investigation given that there is a need to actively respond to protect human rights of students with disabilities in Sejong Nuri school, to expand the scope of investigation, as well as importance of the issue.
o Comprehensive investigations will be conducted for this ex-officio investigation on actual condition on customized education for students with disabilities, operation of School Committee on School Violence, measures to respond to challenging behavior and the work of public service workers.
o The Korean society has continued to lay an institutional foundation to guarantee welfare service and human rights protection of people with disabilities. However, we still witness violence and discrimination against student with development disabilities in special schools. In particular, students with development disabilities are subject to control due to the fact that they often act unpredictably and physical intervention to control them are often lead to human rights violations and violence.
o The NHRCK will continue to monitor the act of violence and discrimination against students with disabilities in special schools, and make efforts to conduct investigation and provide remedy for human rights violation and discrimination cases against students with disabilities.
