NHRCK Chairperson’s Statement on the Adoption of the Resolution on ‘Situation of human rights in the Democratic People’s Republic of Korea’ 

at the UN General Assembly

 

The National Human Rights Commission of Korea(Chairperson Doohwan Song) welcomes the adoption of the resolution on North Korean human rights situation without a vote.

 

Since the 60th General Assembly in 2005, the United Nations has consistently adopted the resolution on the ‘Situation of human rights in the Democratic People’s Republic of Korea’ for 17 consecutive years, in order to express concerns on pending human rights issues in North Korea and call on the regime to make improvements on the situation.

 

The resolution touched on various human rights issues in the DPRK including torture and inhumane treatment, sexual abuse on women, illegal and arbitrary detention, absence of legal process and constitutionalism, summary execution and arbitrary execution, death sentence for political and religious reasons, forced labor of the people including children, mass political prisoner camps and inhumane treatment on those who were repatriated to North Korea.

 

The resolution expressed concerns on the regime’s lack of ability to control the damage inflicted upon its people due to such natural disasters as drought and flood, violation on the people’s economic, social and cultural rights caused by food and health crisis exacerbated by the boarder closure, and so called ‘songbun’ system, which divides class among people according to their political and religious views.

 

The adopted resolution emphasizes the need for international cooperation between the international community and North Korean regime, based on the principle that all member states of the UN have responsibility to protect and promote human rights and fundamental freedom, comply with the agreed international human rights conventions and cooperate in the international setting for the promotion and protection of human rights and fundamental freedom for all.

 

The National Human Rights Commission of Korea hopes the human rights situation in the Democratic People’s Republic of Korea will improve with the regime’s efforts and continued monitoring of the international community on North Korea. The Commission, along with the international community, will endeavor to make tangible and positive changes in human rights situation in the DPRK.
