Expressway service area will guarantee the right to movement of people with visual disabilities

O NHRCK hereby welcomes the decision of the Korea Expressway Corporation to provide necessary service to guarantee the right to movement of people with visual disabilities at 193 expressway service areas. NHRCK, for enhancing effectiveness of the service will carry out monitoring with related organizations.

 

o In December last year, the Korea Blind Union filed a group complaint to NHRCK saying that people with visual disabilities are not guaranteed with the right to movement as personnel service is not provided at the expressway service areas across the country.

 

o The Act on the Prohibition of Discrimination against Persons with Disabilities, Remedy against Infringement of Their Rights, Etc defines refusing to provide legitimate convenience to the disabled persons without justifiable grounds as discrimination and the Act of Promotion of the Transportation Convenience of Mobility Disadvantaged Persons prescribes that mobility disadvantaged persons shall have the right to use safely, conveniently, and without discrimination, all means of transportation, passenger facilities, and roads used by persons, other than the mobility disadvantaged persons.

 

o Accordingly, NHRCK concluded that not providing personnel service at expressway service areas is discrimination based on disabilities, and asked to the Korea Expressway Corporation to make improvement to guarantee the right to movement of people with visual disabilities. After several times of consultation, the Korea Expressway Corporation decided to provide such service.

 

o  According to the Korea Expressway Corporation, people can request the service at its website and mobile application starting from April. Personnel service to help using restaurants or restroom will be provided when people with visual disabilities notify time of arrival, cellphone number and vehicle number.

 

o For effective implementation of such service, NHRCK will carry out monitoring jointly with the Korea Blind Union by using the website and mobile application.
