The National Human Rights Commission of Korea(Chairperson Lee Sungho), with the Rep. Lee Inyong’s office, jointly hosted a Panel Discussion on Measures to Ratify the ILO Convention on Freedom of Association.

During the discussion, conflicts surrounding establishment and activity of trade union were reviews and fundamental solutions to guarantee the right to freely establish and join the trade union were discussed.

The ILO recommended to the Korean government to rearrange the system that restricts the right to establish and join trade union of public officials, teachers, professors and migrant workers and to ratify the ILO Convention 87 and 98 on freedom of association.

However, as can be seen from a series of incidents where workers and administrative agencies confronted the freedom of association is still a pending issue in Korea.

The NHRCK listened to and gathered opinion from stakeholders and academic experts to identify measures to ratify the ILO Convention 87 and 98.
