Conference on "the Reform of the Driver"s License for the Disabled" (10-21-2002)


On 22 October at
2 p.m. the National Human Rights Commission (NHRC) will hold a conference on the reform of the "Driver"s License for the Disabled."


For those disabled persons who have difficulty in accessing public transportation, acquiring a driver"s license is especially important.  However, many disabled persons argue that the current system of laws is excessively regulating them from acquiring a driver"s license.  In fact, the NHRC has received a number of petitions in regards to the revision of the Road Traffic Ordinance which regulates the distribution of driver"s licenses.


For this conference, many specialists from various areas will discuss the problems of the system, and relevant counter measures: Bum-Soo Lee,  from the National Rehabilitation Center,  will give a presentation called "Disabled Person"s Ability to Drive from a Retaliatory Perspective;" Myo-Hee Myung, a researcher from the Road Traffic Safety Authority, will give a presentation called "Proposal for a Revision of the Disabled Person"s Acquisition of Driver"s License;" and Wan-Gyun Chung, a professor from the Pohang University of Science and Technology, will give a presentation called "Improvement of the Disabled Person"s Performance in Driving by Supplementary Equipments."


Prior to the presentations, the NHRC will describe the related petitions which have been received by the Commission. After the presentations, a discussion will be held under the title of "The Reform of Standard for Performance in Regards to the Disabled Persons and Perceived Difficulties." Participants include: Yong-Ho Bae,  from the Easy Access Act for People with Disabilities in
Korea; So-Shik Yoon,  from the Police Department,  and Man Choi,  from Social Welfare Institute "Neomeu [this means overcoming discrimination against the disabled]".
