The Establishment of the North Korean Human Rights Documentation Center & Archives

 
The First National Body to Have Human Rights Archive, Expecting to Address Human Rights Violations in N. Korea


The National Human Rights Commission of Korea decided to establish and manage「North Korean Human Rights Documentation Center and Archives」at a plenary meeting on February 28, 2011 and held the opening ceremony on March 15. Through this initiative, the NHRCK will give efforts to improve North Korean human rights by systematically collecting, recording, and preserving the cases of the violation of human rights in North Korea and using the data for establishing policies for improving human rights in the north.

 

There were cases where fragmentary testimonies and collection of records on the non-governmental level, but this is the first time the governmental agency systematically manages related materials. In the future, the NHRCK will manage the cases of the violation of human rights in accordance with related legal instruments protecting human rights such as the constitutional law, the Universal Declaration of Human Rights, and  international human rights treaties, especially「International Covenant on Civil and Political Rights」,「International Covenant on Economic, Social and Cultural Rights」,「Convention on the Elimination of All Forms of Discrimination Against Women」,「Convention on the Rights of the Child」,「Convention Against Torture」, and「Rome Statute of the International Criminal Court」.

 

Meanwhile, West Germany collected and recorded approximately 41,390 cases of human rights abuses committed in East Germany until the unification by establishing 'Salzgitter Central Archive' under the Salzgitter-Bad District Court of the provincial government of Nidersachsen in 1961. This let the world know about human rights status in East Germany, and it is providing materials for human rights policy and education after unification.

 

The NHRCK will use the data collected through North Korean Human Rights Documentation Center & Archives as the basis for future policy development for North Korean human rights.
