NHRCK Co-hosted “Civil Society Consultation on Strengthening UN Treaty Body System”

 

The National Human Rights Commission of Korea and the Korea Foundation co-hosted “the Civil Society Consultation on Strengthening UN Treaty Body System”. The consultation was a response to the 2009 call of the UN High Commissioner for Human Rights, Ms. Navanethem Pillay, to initiate an evaluating process on how to better streamline and strengthen the treaty body system. As of today, the treaty body strengthening consultation process has resulted in several meetings, namely in Dublin (November 2009 for treaty body members), Marrakesh (June 2010 for National Human Rights Institutions) and in Poznan (September 2010 for treaty bodies chairpersons).

 

This consultation was attended by experts of the human rights treaty body system including Yanghee Lee, Chairperson for the Convention on the Rights of the Child; Anwar Kemal, Chairperson for the International Convention on the Elimination of All Forms of Racial Discrimination; and Ibrahim Salama, Director for the UN-OHCHR Human Rights Treaties Division. The international non-governmental organizations, which were recognized for their experience and expertise in the UN treaty body system, also participated in the consultation. Those included Human Rights Watch, World Organization against Torture (OMCT), NGO Group on CRC, International Disability Alliance, Korea Bar Association and Asia Human Rights Center.

 

The consultation aimed firstly to contribute to the promotion and protection of human rights; secondly to strengthen the capacity of national NGOs to engage in the UN human rights treaty bodies; and thirdly to raise public awareness of UN human rights treaty bodies.

 

The participants discussed about how to strengthen the role of civil society in the initial phase of the reporting procedure; how to enhance the constructive dialogue between treaty bodies and states parties and the cooperation with civil society; and follow-up on the state reports and impact on the protection of right holders,

 

The NHRCK considers a follow-up program to share the consultation results with national NGOs, with a view to discussing and collecting the opinions of national NGOs to strengthen the UN treaty body mechanisms.
