New Standing Commissioner YOU Nam-Young:

YOU Nam-Young began a 3-year term as a Standing Commissioner of the National Human Rights Commission of Korea (NHRCK) on December 24, 2007. Appointment as a Standing Commissioner of the Commission is by recommendation of the President of the Republic of Korea at a deputy minister level.
YOU graduated from the Seoul National University law school, passed the 24th national judicial examination, and completed his training as 14th class of the Judicial Research and Training Institute. Yoo also obtained a masters and doctoral degree from the University of Washington (UW) School of Law. His major career positions include Ttreasurer of the Korean Bar Association (2003-2005); member of the Education Iinformatization Committee under the Prime Minister (2003); member of the National Police Agency’s Historical Truth and Clarification Committee (2004-2005); arbitrator at the Korean Commercial Arbitration Board (2005-2007); and provisional director of the Duksung Educational Foundation (2007).
The Following is Standing Commissioner YOU’s views and aspirations about his coming years with the Commission
- As I worked at the private sector when I was a lawyer for 20 years, I became interested in the human rights issues in our society. I was very glad to be working at the Ccommission. Besides, since the Commission mainly works on considering and remedying individual sufferings that the citizens encounter in their everyday lives, I’m so pleased to be involved in this matter.
- Seeing what the Commission has done last year and the circumstance of our society, it can be said that human rights goes further than the abstract laws and systems that protect one’s freedom, and has an impact on each citizen’s specific and actual lives. Of course, the traditional problem of the national authority violating human rights still widely exists, but as the Chairperson said, human rights is being understood and applied by many as “value in ordinary and daily lives.” This is a very desirable phenomenon. In other words, it can be judged that our country’s human rights standard exceeds that of semi-developed nations.
- Nowadays, most of our people demand the advancement of our society. This is everybody’s hope. I think one of the social conditions necessary for the advancement of our society is the protection of human rights. Historically, human rights have s developed in the process of people struggling to raise their voices about the frustrations and sufferings in their lives and human rights have continued to expand its established boundary. I will endeavor to respond sincerely to the voices of our citizens. Thank YOU!
The National Human Rights Commission of Korea was established in 2001, offering investigation and remedy services for Korean citizens and foreigners residing in Korea against human rights violations and discrimination. The Commission provides policy recommendations and remedial action against human rights infringements, collaborates with international human rights organizations and implements educational programs to improve the human rights culture.
