NHRCK Hosts NHRI 2020 Conference on the Rights of Older Persons


-Conference explores how to protect the right to safety of older persons during the COVID-19 pandemic-

 

On 7 December 2020, the National Human Rights Commission of Korea(Chairperson Young-ae Choi) hosted the NHRI 2020 Conference on the Rights of Older Persons, in collaboration with the United Nations Department of Economic and Social Affairs(DESA), the United Nations Office of the High Commissioner for Human Rights(OHCHR), the Global Alliance of National Human Rights Institutions(GANHRI) and the Permanent Mission of the Argentine Republic to the United Nations.

 

The conference was organized in recognition of the critical importance of protecting the rights to life and safety of older persons who are particularly vulnerable to COVID-19, with the global spread of the pandemic posing a threat to the right to life and the everyday life of people worldwide.

 

As the current pandemic is a global public health emergency that demands unified global action, the Commission offered to host a conference on the rights of older persons as Chair of the GANHRI Working Group on Ageing and obtained support from diverse stakeholders, including GANHRI, the UN, governments and civil society groups dedicated to the rights of older persons.

 

The Conference started with: opening remarks by Young-ae Choi, Chairperson of the NHRCK; congratulatory remarks by Michelle Bachelet, United Nations High Commissioner for Human Rights, and Freddy Carrión Intriago, GANHRI Chair,; and keynote speeches by Claudia Mahler, United Nations Independent Expert on the enjoyment of all human rights by older persons, and Kiran Rabheru, Chair of the Global Alliance for the Rights of Older People.

 

In Session 1, María del Carmen Squeff, Chair-elect of the United Nations Open-Ended Working Group on Ageing, updated participants on preparations and intergovernmental consultations in the run-up to the eleventh session of the United Nations Open-Ended Working Group on Ageing, which will be held next year. Session 2 dealt with normative contents for the development of a possible international standard on focus areas of education, training, lifelong learning and capacity building. Session 3 was dedicated to normative contents on focus areas of social protection and social security and measures to protect the right to safety of older persons during the pandemic situation. The last session focused on the right to work, access to the labor market and access to justice of older persons.

 

The outcome of the conference will be presented to the eleventh session of the UN OEWGA (an intergovernmental body within UN system responsible for protection of the rights of older persons) in April next year to inform the work of the UN and States to protect and promote the rights of older persons. The Commission hopes that the conference helps strengthen international solidarity for the protection and promotion of the rights of older persons.

 

The NHRI 2020 Conference on the Rights of Older Persons was held virtually in accordance with the health authorities' COVID-19 restrictions. The event was streamed live to the public on the NHRCK's YouTube channel.
