9 Public Enterprises Eliminate Hiring Restrictions based on Age and Educational Attainment

Public Enterprises Remove Age- or Education-Based Hiring Restrictions during NHRC Discrimination Probe

The National Human Rights Commission (NHRC) launched a probe in response to a December 2003 complaint petitioned by the Society for Research on Discrimination, headed by JO Sun-gyeong, charging that : ?2 public enterprises set age and educational attainment restrictions in hiring new staff, and this is discrimination.?In the course of the NHRC investigation, public enterprises in question have notified the Commission that they have scrapped all or parts of the potentially discriminatory clauses in question.

Nine of the public enterprises eliminated both age and educational attainment restrictions: the Financial Supervisory Service, the Korea Labor Welfare Corporation, the Korea Deposit Insurance Corporation, the Korea Institute of Energy Research, the Korea Export Insurance Corporation, the Korea Racing Association, the Korean Federation of Community Credit Cooperatives, the Agriculture Forestry Fisheries Information Service (AFFIS), and the Goyang City Facilities Management Corporation.

Eleven of the public enterprises--the Korea Electric Power Corporation, the Korea Consumer Protection Board, the Korea Minting and Security Printing Corporation, the Human Resourced Development Service of Korea, the Agricultural and Fishery Marketing Corporation, the Korea Broadcasting Advertising Corporation, the Korea National Oil Corporation, Seoul National University Hospital, the Korea District Heating Corporation, the Korea Hydro and Nuclear Power Company, and the Seoul Metropolitan City Facilities Management Corporation--eliminated only the requirements relating to educational attainment, while one public enterprise, the Korean Broadcasting Commission, eliminated age ceilings on hiring (the National Agricultural Cooperative Federation eliminated neither the age nor the educational attainment restriction.)

The NHRC hopes that the public enterprises" move to lift those age and educational attainment ceilings will be a big step forward in removing barriers to hiring and employment. ?nd.
