NHRC Starts the Committee for Enacting the Anti-Discrimination Act (01-27-2003)

17 experts will be appointed as the Committee members at the first meeting on 28th Jan. (01-27-2003)


The National Human Rights Commission will launch the Committee for Enacting the Anti-Discrimination Act and will open the first meeting at
10:30 on 28th Jan.

On 14 January the NHRC reported to the "Presidential Transition Team" for the upcoming administration that the Commission had provided for the enactment of the Anti-Discrimination Act as the main job during 2003.


The NHRC has made effort to correct discriminatory acts according to paragraph 2 of Article 30 under the National Human Rights Commission Act, which stipulates 18 discriminatory acts that violate the right to equality.


The NHRC concluded that the enactment of the Anti-Discrimination Act would be needed to correct fundamentally discriminatory acts. The other human rights commissions of advanced countries are redressing discriminatory acts on the legal basis of the anti-discrimination act.


The 16th president-elect, Noh, had mentioned legislation of a special act that would redress discriminatory acts and policies and would guarantee equal treatment to all people, regardless of gender, disability, race, educational background and job status (contingent workers). Therefore, the NHRC will launch the Committee for the Enacting the Anti-Discrimination Act to make a draft bill by collecting opinions from experts.


The 17 members of the committee are as follows; O-Sup Kim (commissioner of the NHRC and president of this committee), See-Chun Rhyu (senior commissioner of the NHRC), Duk-Hyun Kim, and Kang-Ja Jung (commissioners of the NHRC), Young-Ae Choi (secretary general of the NHRC), Nak-In Sung (professor of Constitutional Law at Seoul National University), Sun-Kyung Cho (professor of Feminism at Ewha Woman"s University), Hun Hong (professor of Economics at Yonsei University), Chan-Jin Lee (lawyer), Yoo-Jin Lee (lawyer), In-Soon Nam-Yun (secretary general of Women 21), Jung-Ryul Kim [director of the Research Institute of the Differently-abled  Rights in Korea (RIDRIK)],  Hae-Sung Kim (president of the Migrant Workers House ), and Seung-Heup  Park (director of the Korean Contingent Workers Center).
