NHRCK's Commentary on Special UN Report on NK Human Rights
 

Regarding the special UN report on North Korea's human rights abuses that Professor Vitit Muntarbhorn, the United Nations Special Rapporteur on Human Rights in North Korea (hereafter the "Special Rapporteur"), presented before the UN Human Rights Council on March 13, 2008 (See Attachment 1), the National Human Rights Commission of Korea (Chair: Ahn Kyong-hwan) hereby expresses its opinion as the independent state agency responsible for the protection and promotion of human rights in the Republic of Korea as follows:
Despite the inevitable limits of the Special Rapporteur's report stemming from the fact that it is not based on any on-site investigation into the human rights situation in North Korea, it has a significant meaning as it reflects the international community's general understanding and demands regarding the human rights situation in North Korea.  The NHRCK hopes that North Korea as a responsible member of the UN and the international community will abide by the international human rights treaties it has signed, cooperate with the Special Rapporteur, and engage in human rights dialogue with the UN and the international community.  The Commission would also like to call on the countries near the Korean peninsula to heed the recommendations by the Special Rapporteur to prohibit the deportation of North Korean defectors (See Attachment 2), which has emerged as an international issue.
The National Human Rights Commission of Korea already expressed its stance on North Korean human rights on December 11, 2006 and has since made strenuous efforts to improve the North Korean human rights situation.  The Commission made North Korean human rights one of its top ten priorities for 2007.  Its six focus areas for 2008 also include stronger action to improve human rights conditions in North Korea.  The NHRCK will build on the past outcomes with a broader range of activities and if necessary conduct fact-finding surveys to recommend policy improvements to the South Korean government.
