Human Rights Consultation for Foreign Inmates of Daejeon Correction Institution

The NHRCK launched its first human rights consultation for foreign inmates of the Correction Institution on October 1, 2008. This first consultation service in correction institution was held in Daejeon Correction Institution which has the highest number of foreign inmates and it mainly focused on migrants’ rights and condition of the correction institution. Ten Commission’s investigators and lawyers consulted foreign inmates and interpreters of Chinese, Russian, English, etc were also arranged for the effective consultation.
 
The Commission has made an effort to guarantee the accessibility to the Commission, help to promote human rights and seek for policies and recommendations for vulnerable groups to human rights such as the socially disadvantaged.
 
The Commission started its first consultation for foreign inmates they are not fully aware of the petition process of the Commission and are expected to have difficulties in language differences in the petition process. Approximately 400 foreign inmates are held in the Daejeon Correction Institution and the Commission listened to the foreign inmates’ opinions and sought for policies and recommendations for the promotion of the rights of the migrants’ rights.
 
Upon the Commission’s preliminary registration, it was reported that more than 70 foreign inmates requested the consultation service.
