The NHRCK Busan Regional Office and Pusan Human Rights Forum of Persons with Disabilities co-hosted a discussion forum on ‘Findings of Monitoring on Providing Facilities for Persons with Disabilities in Pusan Interantional Film Festival (PIFF)’ on October 29, 2008. The monitoring was conducted in 36 indoor and outdoor theaters from October 2 to 10 during the international film festival to examine the situation of facilities for persons with disabilities and to raise awareness of importance of the right to enjoy culture for persons with disabilities.
Last September, the Pusan Human Rights Forum on Persons with Disabilities established a monitoring team on PIFF, constituting 10 people including persons with serious disabilities. The team conducted monitoring for a month with the start of 'Monitoring and Education on the Anti-Discrimination Against and Remedies for Persons with Disabilities Act, or simply the Disability Discrimination Act (DDA).'
Meanwhile, Article 24, Paragraph 2 of the Disability Discrimination Act requires that the government and businesses that are engaged in culture and arts provide persons with disabilities with reasonable facilities for their cultural and artistic activities and interests. Paragraph 3 also requires that they find policies to guarantee active participation and use of facilities for persons with disabilities. In light of this, the Busan Regional Office, on October 2, requested that the PIFF Organizing Committee provide appropriate facilities for persons with disabilities during the film festival.
