Social, economic and cultural rights (hereinafter 'social rights') indexes have been proposed as a method of understanding current social rights situations. The Commission presented the result of 'Basic Research to Develop Social Rights Directions' on November 13, 2008. By revealing the current status of Korean society and comparing this information with international standards, the Commission was able to approach to the social rights issues in more depth and seek improvement plans.
 
The Commission requested experts to research development of social rights indexes in 2007 and this year; it developed 85 indexes in income security, rights to health, rights to housing, rights to work and rights to education. The indexes from basic research have a significant meaning in the examination of current Korean society, but they should also be adjusted and complemented upon critical review and social discussion.
