Welcomed Adoption of Measures to Ensure the Right to Education for Children of Migrants

 

The National Human Rights Commission of Korea (NHRCK) welcomed the full adoption of policy recommendations by the Ministry of Education, Science and Technology and the Ministry of Justice on the right of access to education for children of migrant workers. In December 2010, the NHRCK made recommendations to both Ministries to take measures ensuring the right of access to education for children of migrants on the basis of equal treatment.

 

The Ministry of Education, Science and Technology announced additional measures to assist in the integration of children of migrants into educational institutions and public schools. It would introduce Korean language programs designed for children of migrants at public schools and provide information on school activities to children of migrants and their parents in their mother languages. It would also expand educational programs for multicultural understanding at public schools.

 

The Ministry of Justice has been asserting their support for measures to protect the right to education for children of migrants. It grants permission of temporary release of undocumented aliens with children enrolled in school until the end of the semester at the time. Implementing the recommendation of the NHRCK, the Ministry would also no longer impose the reporting obligation on school teachers, medical workers, and other governmental officials. Moreover, it would endorse the draft of the Partial Amendment to the Immigration Control Act, which incorporated those measures to protect the rights of migrants.
