The National Human Rights Commission of Korea (NHRCK) conducts a series of investigations on human rights status of the homeless after the Korail (Korea Railroad Corporation) began its new eviction policy to ban the homeless against staying in Seoul Railway Station between 1:30-4:30am. It aims to evaluate the homeless policy and to consider whether it may give rise to human rights violations.
Over 3 weeks, the NHRCK examines the impact of new eviction policy on the homeless who had stayed in Seoul Station during night hours, assuming that the unprecedented policy would have had a significant impact on the homeless at Seoul Station. The NHRCK team applies both quantitative and qualitative methods to investigate the human rights status of the homeless at Seoul Station. It conducts a questionnaire on 100 homeless people regarding their experiences and opinions on staying outside of the Station at night and interviews 15 homeless people who experienced forced eviction from the Station. The investigation results will be presented and discussed through a seminar at the end of September, 2011.
