NHRCK Formulated the 2012-14 Activities Plans for the Promotion of Human Rights

The National Human Rights Commission of Korea (NHRCK) adopted the 2012-14 Activities Plans for the Promotion of Human Rights in September 2011. The NHRCK has formulated strategic mid-term activities plans for 3-year period since 2006.

 

The 2012-14 Activities Plans for the Promotion of Human Rights focus on 1) cultivating a culture of human rights; 2) constructing an institutional framework of human rights protection; and 3) strengthening its capacity to provide an effective remedy for victims of human rights violations.

 

The NHRCK drew the five strategic objectives and established special and strategic projects under the 2012-14 Activities Plans. The five strategic objectives include 1) ensuring and strengthening a legal and administrative system for the protection of fundamental rights; 2) expanding the human rights protection of socially vulnerable groups; 3) improving the effectiveness of its investigations and remedies; 4) spreading a culture of human rights through human rights education; and 5) eliminating discrimination. The topic of North Korean human rights, ICT and human rights, and business and human rights are prioritized as special or strategic projects. 

 

The detailed explanations for the five strategic objectives are following.

 

i) Ensuring and strengthening a legal and administrative system for the protection of fundamental rights

The NHRCK will endeavor to enhance a legal and administrative system, including advancing economic, social and cultural rights, strengthening civil and political rights, encouraging the domestic implementation of international human rights standards and establishing the Discrimination Prevention Act.

 

ii) Expanding the human rights protection of socially vulnerable groups

The NHRCK will review the human rights status of multicultural families, the elderly, children, teenagers and detained persons comprehensively.

 

iii) Improving the effectiveness of its investigations and remedies

The NHRCK will also focus on expanding suo moto investigation, ensuring the effectiveness of investigation and remedy, and improving the satisfaction level of counseling service and the access of local people to remedies.

 

iv) Spreading a culture of human rights through human rights education

The Commission will aim to strengthen human rights education for next generation to spread a culture of human rights.

 

v) Eliminating discrimination

The Commission will work hard to eliminate discrimination based on disability, gender, age, education background and social minorities.
