NHRCK recommended Heads of Local Governments to Establish or Reform Human Rights Basic Ordinances

NHRCK formulated the <Human Rights Basic Ordinance Standard> (Ordinance Standard) to recommend heads of local governments to establish or reform Human Rights Basic Ordinances.

 

Recently, institutional efforts to protect and promote human rights of people have been pursued by local governments. In this regard, principles of human rights are often embraced in newly-established ordinances. Also, human rights ordinance for migrants, students or persons with disability are enacted in the context of local culture.

 

NHRCK believes that the “Ordinance Standard”, which links human rights with an ordinance, will contribute to promoting human rights in local areas. Along with the “Ordinance Standard”, an explanatory handbook was published as well to provide guidance for the usage of the standard. The following is recommendations issued by NHRCK:

 

     To heads of local governments

 

NHRCK advised heads of local governments to formulate a Human Rights Basic Ordinance and review the existing ones in light of the “Ordinance Standard” in order to reform it if needed.

 

     To the Minister of Ministry of Public Administration and Security

 

For the effective implementation of Human Rights Ordinances, measures such as establishing a section mainly in charge of human rights and hiring more staff are considered necessary. In this sense, NHRCK recommended to take proactive actions for building up a human rights-friendly system.

 

As a follow-up, NHRCK will hold a series of a briefing session across the country including Kyunggi, Kwangju, Pusan, Daegu and Choongcheong. Also, it will continue to take necessary measure for the implementation of the Ordinance Standard as well as to monitor the establishment and reform of human rights ordinances in local governments.
