The National Human Rights Commission of Korea (NHRCK) made a recommendation to the Minister of Health and Welfare to carry out policy for the improvement of the rights of persons with disability in accordance with the Mid/Long-term Plan for the Improvement of the Rights of Persons with Disability for 2013-2017 (Plan) which the NHRCK established to address emerging issues regarding rights of persons with disability.
The Plan suggests a vision of “Guarantee of the Fundamental Rights of Persons with Disability through the Equal Participation in the Society”. It consists of 57 major actions plans of 21 objectives under 4 major strategies such as; 1) Building up the Foundation for the Equal Participation; 2) Guarantee of the Fundamental Rights for the Enjoyment of Decent Life Standard; 3) Correction of Discrimination and Reinforcement of Prevention Measures; and 4) Laying a Social Foundation for Persons with Disability Experiencing Multifaceted Discrimination.
The NHRCK wishes the Plan change the perception of policy for persons with disability from the perspective of dispensation to that of human rights and play a role of blueprint for future policy for the improvement of rights of persons with disability.
