Standing Commissioner Kim Young-hye, selected as a Torture Prevention Ambassador

o Kim Young-hye, Standing Commissioner of the NHRCK, was selected as a Torture Prevention Ambassador whose duty is to deal with issues related to torture and ill-treatment in the Asia-pacific region.

o The NHRCK, on 26 September, 2014, received a notification from the Asia Pacific Forum of National Human Rights Institutions(APF) and the Association for the Prevention of Torture(APT) that Commissioner Kim was selected as a Torture Prevention Ambassador.

o Duties of the Torture Prevention Ambassador include identifying areas that need improvement in relation to torture and ill-treatment in home country, establishing/implementing strategies and plans for improvement, and disseminating achievements and lessons learnt.

o The NHRCK expects that Commissioner Kim, as a Torture Prevention Ambassador, will faithfully carry out her duties of preventing damages of torture or ill-treatment through investigating detention centers/caring facilities, encouraging the Korean government to accede to the UN Optional Protocol to the Convention Against Torture, and cooperating with international institutions including the APF, thereby contributing to strengthening the NHRCK's status on the global stage.
