NHRCK, established an exclusive team on human rights in the military

 

o The NHRCK(Chairperson, Hyun Byung-chul), on August 29, established an exclusive team on human rights in the military in order to carry out thorough investigations on, provide remedy for and prevent recurrence of human rights infringements that incur in the military including beating and cruel treatment.

o The NHRCK decided to further strengthen its efforts for promotion of human rights in military given the graveness of human rights issues in the military including the shooting spree at the 22nd Infantry Division, and the death of a soldier caused by beating and cruel treatment at the 28th Infantry Division.

o To this end, the NHRCK created an exclusive team in charge of human rights in the military including specialized personnel on the issue. The team carries out ex-officio investigations on 4 military units including the 22nd and 28th Infantry Divisions where human rights infringements took place.

o The NHRCK also allocated budget for field surveys in order to identify problems in investigation process in the military and the current judicial system, and to seek practical improvement measures.

o Given that it is difficult for soldiers to file complaints or to disclose cases that happen in the military, the NHRCK will strengthen ex-officio investigation pursuant to the Commission Act in order to identify fundamental problems in the military and to propose solutions.

o The NHRCK will continue to enhance expertise and investigation capability regarding human rights issues in the military. The NHRCK will make its best efforts in order to systematically carry out investigation, policy planning, and human rights education for improvement of human rights in the military by establishing an exclusive department as well as securing personnel and budget through consultation with the government agencies.
