The National Human Rights Commission of Korea (Chairperson Hyun Byung-chul) truly welcomes the 'Human Rights Education Support Act' co-proposed by the ruling and opposition party at the National Assembly on 10 October, 2014.
It is timely to enact the Human Rights Education Support Act, which aims to prevent human rights infringements and discrimination in our society including military and school and reflects international trend, given that the UN started to emphasize importance of human rights education through the First/Second World Program for Human Rights Education and UN Declaration on Human Rights Education. It is expected that the Act will help the Korean society to become a better and safer place to live.
The proposed act includes the following provisions: duty to vitalize human rights education by the State and local governing bodies; mandatory human rights education on employees of public institutions including law enforcement public officials; establishment of a comprehensive plan for human rights education; and establishment of human rights education center that supports human rights education.
The act will undergo pre-announcement of legislation, followed by deliberation and vote at the National Assembly. The NHRCK hopes for attention and interest on the Act from the public, and it will make continuous efforts to enhance people's awareness on human rights.
