o The National Human Rights Commission of Korea hosted a panel discussion on practical implementation of the ICC SCA recommendations on 29 January, 2015.
o During the panel discussion, tendency, background, and meaning of the ICC SCA recommendations were reviewed, and detailed measures for practical implementation of the ICC SCA recommendations were discussed with experts from civil society, academia and the National Assembly.
o The NHRCK explained efforts and progress is has made so far for implementation of the ICC SCA recommendations and listened to diverse opinion on practical and detailed measures for enhancing broad participation and consultation from civil society during selection process of Human Rights Commissioners.
o The panel discussion was moderated by professor Park Kyung-seo, the first Human Rights Ambassador of Korea, and participants include Director-general Shim Sang-don of the NHRCK, Chairperson Kim Byeong-ju of the Special Committee on International Human Rights of the Korean Bar Association, Advisor Lee Bo-ra of the office of Rep. Jang Ha-na, and Secretary-general Oh Chang-ik of Solidarity for Human Rights.
oThe International Coordinating Committee of National Institutions for the Promotion and Protection of Human Rights, or ICC, decided to defer re-accreditation on the NHRCK last year, recommending for introduction of participatory and transparent selection process for Human Rights Commissioner.
o The NHRCK, in order to implement the ICC SCA recommendations, made various efforts as follows: devising partial amendment draft to the Commission act and guideline on selection/appointment of human rights commissioner; recommending the amendment draft and the guideline, through deliberation at the Plenary Committee in September, to the President, Speaker of the National Assembly, and Chief Justice of the Supreme Court, the three institutions in charge of selection/appointment of Human Rights Commissioners.
o The NHRCK wishes that the panel-discussion served as an opportunity to enhance understanding on the ICC SCA recommendations and to seek practical measures for implementation of the recommendations.
