Welcome Statement of Chairperson on the 20th Reunion of Separated Families

The National Human Rights Commission of Korea(Chairperson Lee Sungho) truly welcomes the 20th reunion of separated families to be held on 20-26 October at Geumgang Mt.

The reunion of separated families is taking place in 1 year and 8 months since the 19th reunion in February last year at Geumgang Mt. The meeting is of significance as it overcame the concern over cancellation after it was agreed at the high-level meeting between the two Koreas to reinstate and continue reunion of separated families, which was held amidst military tension due to explosion of land mine at the southern part of the DMZ in August.

The issue of separated families is one of the most urgent and important issues in inter-Korea relations as it is a tragedy caused by the 70 years of division and the Korean War. In addition, families are separated from their beloved parents, children and spouses, not knowing even the fate of their family members. Article 16.3 of the Universal Declaration of Human Rights prescribes that the family is the natural and fundamental group unit of society ad is entitled to protection by society and the State.

During the reunion event, 90 people from South Korea and 96 people from North Korea will meet their families and most of them are senior citizens. After the three day reunion, they have to part from their beloved ones, without knowing when to meet again. In addition, 60,000 applicants for the reunion have no idea when they will be able to meet their family members.

Accordingly, the two Koreas should maximize the number of people and frequency of reunion, utilizing every possible resource they have. In addition, an effort to allow separated families to confirm the fate of their family members and to exchange letters has to be made. The Korean government should provide support to North Korea to this end.

The NHRCK wishes that the 20th reunion of separated families serves as a turning point to facilitate reconciliation between the two Korea and resolve the issue of separated families.
