Voice assistance should be provided to people with visual disabilities in using mobile service

The National Human Rights Commission of Korea concluded that it is a discrimination against persons with disabilities that they are not provided with measures including voice assistance to identify security codes during the user authentication process on mobile.

 

The disability discrimination rectification committee of the NHRCK concluded that A company, the respondent, violated article 20.1 of the Act on the Prohibition of Discrimination Against Disabled Persons, Remedy Against Infringement of Their Rights, Etc., which states that the disabled persons should not be restricted or limited when they use and gain access to electronic and non-electronic information.

 

The Complainant who’s rated with 1st grade of visual disabilities, filed a complaint to the NHRCK saying that he could not find his forgotten ID and password because the user authentication process requires security code to be entered which appears on a screen but there was no voice assistance to read the security code for people with visual disabilities.

 

The respondent said that with diverse types of operating system and browser for mobile devices, it is impossible to provide voice assistance for security code on mobile with the existing technology.

 

However, it was confirmed that other company provides voice assistance for user authentication of people with visual disabilities on mobile device.

 

The rectification committee recommended to the respondent to enhance its system so that people with disabilities are not restricted or excluded in accessing information as prescribed under the Act on the Prohibition of Discrimination Against Disabled Persons, Remedy Against Infringement of Their Rights, Etc.
